License of the DLLs files?

Your project downloads two DLL files and uses them as its backend.
Now I have some questions.

What is the license of DLL files?
Does their license allow them to be redistributed and combined with another program?

The DLLs are sourced from the proprietary Windows driver, which is publicly available, but as far as I can remember does not list any explicit license in its distribution package (again, as far as I can remember; one would have to double-check to be sure). Either way, by only making this project available in a source code form & downloading the proprietary DLLs only on the end user's machine it still complies with all licenses: the user is free to exchange any proprietary libraries the program links against as per the LGPL's requirements, while simultaneously also not redistributing said proprietary libraries either
