Need mechanism to do offline KYC

For regulatory reasons we need to restrict the users available to the exchange, and see
this means that we need a mechanism by which users must to through manual vetting.

It appears that this may be possible to turning KYC on and subsum off.

The specific regulatory issue that we are working on is that we are asking the HK Securities
and Futures Commission for a special license to allow us to do an exchange for only
family offices and wholesale traders (i.e. not the general public). For this to work, we
need to make sure that people logging in are professional investors.
