Description
Similar to the admin feature for 'User management', a normal user should see a list of all registered REgimo users and click on a 'Message' button next to that user. This should open up a simple editor (possibly but not necessarily a HTML editor) to write a message for this user and click a 'Send' button. This will send an email to the user's registered email address.
