feat: add Sentry error tracking with validator hotkey identifier

- Initialize Sentry at startup for crash/error reporting
- Set validator SS58 hotkey as user identifier and tag
- Add local storage proposal channel for proposer state management
- Fix JSON serialization for P2P state with non-string keys
