PMOwriter shows misleading error when file with name already exists

When writing a PMO using the python functions, this error is shown if the file already exists

Exception: Output file gene8_pmo_qc_pass.json.gz already exists, use --overwrite to overwrite it

This is true when running the script, but for the function is should be overwrite=True
