NO PEDS SPAWN? No matter what version I try.

Like the title says, I tried literally everything and no peds wills spawn.....the "Prison Plug" even if I change it locations wont spawn....same thing for people in the "Cafeteria" etc.....nobody spawning.

I can collect the wood, metal, rope, without a problem but the dude to buy the shovel wont spawn...and if I giveitem a shovel to myself I still cannot dig the hole or "start the evasion".

FIXED: Turn out I was sent to jail with the old script, qb-prison which makes no PEDS of this script spawn. You MUST be jailed with this script command /jail "id" "time" for PEDS to actually spawn. If anyone gets this, thats the fix :)
