Python dep tyro not available on Debian

Recent changes introduced a dependency to the Python package tyro. However, python3-tyro Debian package is not available. We need to reintroduce and maintain the deprecated implementation of the CLI. The deprecated one is used when tyro package cannot be imported.

I don't understand your point, it is a standard Python dependency like other deps in this project that neither have any dedicated Debian-package, isn't?

We package pcapng_utils for PyPi and Debian. It means all Python dependencies must be available in Debian official repository. The dependencies are listed in the control file.
