[BUG]: In apply_wcs_adjust can get procs=0 when it doesn't find files and this crashes

Trapping procs = 0 (which crashes) to set procs = 1 instead in the run_step fixes this.

Might affect other cases - probably worth generally putting a trap in place in all run_steps
