[BUG]: tweakreg runs in lv3 even when skip is True

The logic in the JWST pipeline has been updated so when steps are run standalone they can't be skipped:

2026-01-21 13:41:26,966 - INFO - Step run as standalone, so skip set to False

This should be manually fixed on our end
