In Tuesday evening's discussion I was heartened to hear someone discuss the appropriate technique for the fire challenge: https://networkx.org/documentation/stable/reference/algorithms/generated/networkx.algorithms.flow.max_flow_min_cost.html
A review of the literature will show that folks have been using such technique for automated agents to identify choke points in online StarCraft contests.

That was Slava. I did some research and agree that is the best algorithm for this problem. I've started playing with a solution using networkx, but I haven't gotten it to do optimal solves on all of the maps yet.
