Update Diannex Compiler to C++20/23

As apart of the goal to Integrate The Diannex Compiler, we want to update the Diannex Compiler to use modern C++, matching the code design of the Interpreter.

We're only focused on updating the Compiler portion for now, the CLI isn't much of a focus for now, outside of performing any updates needed to support this issue.
