Don't let '#' open in new tab.

Some people seem to think it's okay to have links that point to '#'. It's not. But what can you do?

Opening it in a new tab is useless. Letting the click go through while holding Cmd might be surprising. Stop it all together?

**Risk**: What about "Go to top" links? Or do they tend to point to '#top' or something? Does anyone even use those links?
