TNM as payee returns the following response while processing a transfer therefore the payee is not credited by the payer is debited because the transaction is committed in the switch side

Based on the validation done looking after the zamtel flow after PUT /transfer is received in the PM (generally speaking) there is another loop where the payee is meant to be credited in the core-connector which is completely disconnected from the processing loop in other words whether or not the payee is credited is completely out of the DRPP processing flow
After step 10 the loop starts trying to credit the payee side which is critical stage where the payee dfsp could fails in several ways:

1. network errors
2. CBS down
3. timeouts
4. CBS unable to process
   The question I need you to answer is, why the flow seems to be designed to ignore the last critical part where the payee is credited ?
