Add path filter to workflows

add a path filter to only run workflows when they need to be run.
as an example then the deployment workflow does not need to be run if the Dotnet project has no changes.

We could change the actions to use if conditions to block them from running, and it would allow us better speed if we know we don't need to run surtain parts of the action.
Then it would probably be a good idea to split the deployment up so the different parts runs in parallel
