add section about quality in book #57

my friends and i recently downloaded this mod onto our server. however we are confused on how quality works. for example is vodka stuck at 2 and a half stars no matter what? because in the creative menu there is a five star vodka, is this unattainable in survival? how can i up the quality of my vodka?
