APT held back package upgrades cause app updates check to fail.

There is a case where APT will have updates available for packages, but they will be held back.

Pareto version 0.3.11
Ubuntu 24.04. LTS, with auto-install security updates enabled, and Ubuntu PRO Livepatch enabled.

All available and installable updates have been installed, but the check still fails.

I feel like in this case, and separately if Livepatch is enabled, the check should pass.

Looks like an edge-case we should cover, yes. If upgrades are held back, then the check should still pass.
