Add CLI to Dependency Inspector

Feature Description:

Several Developers will benefit of having an additional CI/CD Step where they could call this tool and get the Dependency image, the way this tools is developed allows to call the 'Core' VI, provide the File/Folder and provide some parameters to get their Dependency Image, Also this tool saves a .dot file, it is a text file that with some magic could be used for do approval testing.

HOW TO IMPLEMENT:

1. Create other Repo and call it Dependency Inspector CLI
2. Add this VIP as dependency
3. Create the CLI to call the core VI
