[bug] The Packship Signature is not working #3

Describe the issue
Whenever I run on either non-Packship or Packship packages the packship report command it outputs a warning with the message that the npm package wasn't initialized with Packship despute being so.

Steps to reproduce the behavior:
packship report
Expected behavior
Resume with reporting prompts
