Find a better place for developer documentation

We have a lot of information in the README.md file. We need to find a better place for it for a couple reasons.

1. It's problematic when syncing forked repos (if the template readme file is updated).
2. We can have it be part of DX documentation that lives outside the source tree.

Consider using either github pages or the wiki.
