Add support for Central Package Management

Will probably also fix #61 since they are basically identical. Will be a bit trickier though thanks to the option of pinning transitive packages.

@oising Unfortunately, no it's not supported. I really whish they where but it's such a massive can of worms compared to plain csproj-files.

What would be the simplest, yet useful, support for CPM in your opinion?

I don't think it's worth your time, honestly. Resolving a project's package graph is far simpler than doing it for a solution. I'd rather see MSR's NuGet solver get more CPM love than a partial solution here.
