• optional: year / time_window

Outputs:

• risk_score (0–100)
• risk_level (Low / Medium / High)
• key_drivers (list)
• brief (text)

Notes:
This issue defines the MVP interface only. The initial implementation will focus on a simple, reproducible first-order risk score and short policy-oriented brief. Data sources and scoring logic will be refined in later phases.
