3.16 - Make the user portal and dataservice emails more generic

After a specific request or the creation of a subscription, 2 emails are sent one by the user portal, and a 2nd by the Dataservice.
I propose to make these emails more generic by deleting the contact email lines:
Mail 1:
"If you require further assistance, please contact us at contact@openwis.io"
Mail 2:
"If you require further assistance, please contact us at WISMET@winsys.com.sg or ASMC_Enquiries@nea.gov.sg"
