The chiki_1500 and chisa_1 both include CC_NON_POURABLE / FRAX CC_Weird which isn't meant to be incuded and 3 of the 4 cargoes which use it are explicitly excluded later on. Including cargos which are bulk on a flat car makes no sens so don't do that.
