Deactivate PWA feature

Describe the need
The CESE is asking us to deactivate the PWA feature, which is causing a great deal of confusion among users of the platform and leading to a number of negative comments.

What is PWA

Expected behavior
As a user, when I navigate on petitions.lecese.fr, I expect to not see the icon allowing me to download the PWA.
