New updatedBefore query string parameter

SPECIFICATION BUGS ONLY - Description

We currently have updatedSince as a standard querystring parameter, we should introduce an updatedBefore... useful for requesting time bracketed sets of items..

e.g. http://example.org/activities/@public/@all?updatedBefore=2012-04-16T00:00:00Z
