Added capabilities break node downgrades

When an upgrade includes a new capability, the capability is only activated when all nodes are upgraded to support it.  If there's an issue and a node needs to be downgraded, then the capability is not disabled and will cause issues.  See this old PR: https://github.com/basho/riak_core/pull/871/files
