CTCSS Configuration not implemented correctly: similar to issue #65

Hello,

I also believe that Open Repeater is not working correctly when using CTCSS through Rasperry (CTCSS enabled on web page) because the repeater can still be opened even without CTCSS. I also think that it is because of improper/missing settings in svxlink.conf file, but I found a different solution than the author of issue #65. This is why I am creating this issue report serving rather as another workaround proposal.

I did modify/add following parameters in/into the local RX section of /etc/openrepeater/svxlink/svxlink.conf file:
SQL_DET=CTCSS // modified, there was still the GPIO option originally
CTCSS_MODE=1 // added (there are also other modes available but they did not work for me from unknown reason)
CTCSS_FQ=136.5 // added

I currently do not need any help.
