[Developers] Write Tests for Encounters #18
Description
As a Developer maintaining OpenPF2, I'd like it if there were unit and functional tests that exercised the new encounters and MoPRS systems so that I can be confident that those systems are functioning as expected even as we introduce additional changes in the future.
