Update pathing for bigsky

Pathing for bigsky has changed.

This needs to be updated in the config files.

FROM BIGSKY IT:

Moving forward, users will only be able to interface HPC-storage through /data – there will be no access to /gs1 - the physical components of the old shared-storage array will begin to be deprovisioned through our internal decommissioning process.

/gs1 is outdated, and needs to be updated with the /data stemmed paths

Utils.py snakemake and singularity point to sourcing spack and loading miniconda and snakemake. Not necessary anymore due to bigsky being configured like skyline where apps are called via lmod. Should be able to eliminate most distinctions between bigsky and skyline.

Snakemake default version is now v8+ on both bigsky and skyline. When loading snakemake either in app or a dependency file, one must specify v7x. Or, update the snakemake commands to reflect the new v8 commands that have replaced the v7 commands.

Snakemake 8 takes a significantly different approach to schedulers than snakemake < 8. It will take a good amount of work to get working with that version. We will need to use snakemake/7.22.0-ufanewz for the time being.
