Configurable Properties config files #25

Is your feature request related to a problem? Please describe.
We need to figure out how to implement configurable properties files. This includes the following:
- properties file
- xml properties file
- yml files
- json file (optional)
Describe the solution you'd like
We will need to decide on the drop down coordinates of these files (path of the config tags)
