Toggle generateToSrc in dev mode not passed to generate-features mojo

DevMode mojo and Generate-Features mojo both have a generateToSrc parameter. When we change it in dev mode it has to be explicitly passed to Generate-Features mojo.

When switching from src to server

• delete src generated-features.xml file

When switching from server to src

• delete temp generated-features.xml file

Update deletion check for generated-features.xml file to look for file name only - NOT full file path

• this will handle both locations our generated-features.xml file would be written to
• we accept this could include a user created file with the same name, but the consequences of ignoring that file deletion is not severe (i.e., we would just not run feature gen in that instance).

Can we be certain it was generated by our tool when it is in their src dir? I think that is what your last bullet is talking about above. Need to make sure it is ok to delete that file.

@cherylking, good catch! Discussed with @turkeylurkey - we can check to see if our generated comment is in the generated-features.xml file to verify it came from our tool.
