Create ISO formatted version of DFDL 1.0 spec document

Split this task away from #68 as it appears to be possible without the XML conversion work.

Note that this doesn't achieve the index-creation and other benefits of switching to an XML representation, but it does enable an ISO-formatted version to be created to satisfy an ISO requirement that the spec be reformatted in ISO standard style.

A few notes:

ISO JTC 1 - has no process for supplemental documents or incremental changes - a new version is a new PAS submission.

OGF does have such standard way to do changes/fixes.So a document with Errata can just live on as an OGF spec. revision.  E.g., errata corrections would remain an OGF-document issue. Supplemental documents - about errata, etc. can exist but would be at the OGF level. Only when it is time for a new version of the standard (and a new vote by ISO) do we bother with a new PAS submission to ISO. 

To facilitate work we should standardize on ISO formatting - should be used but with OGF front/back matter and copyright. Basically this changes fonts, page sizes, etc. Only the front/back matter and cover should change if we create a real ISO version. 

The front/back matter pages should be numbered separately (like with roman numerals, or FM1, FM2...BM1, BM2,...)That way the ISO and OGF document content pages have identical content at identical page numbers.

To create an updated DFDL v1.0 version....

These issues should be addressed without change bars:

• (Issue Bugs spotted in the new ISO version #77)
• (Issue: Minor and Typographical Corrections #51)

Then both a clean version (change bars suppressed) and change-bars versions can be maintained going forward for a while.

Without the change bars, but with OGF front/backmatter this can supersede GFD.240 at the OGF.

Without the change bars, but with ISO front/backmatter this can be the spec submitted to ISO as an update.
The version with change bars and change summary can be part of the review package for the JTC1/ISO review.

JTC 1 has a specific interpretation of the ISO PAS process detailed here:

There is a review cycle as for any ISO standard.

JTC 1 says 5 years maximum between reviews.
ISO more generally says review at year 3 then at year 6.
Year 3 for us is early 2027.

The biggest open issue is that we've not really engaged with the ISO workgroups related to DFDL. WG3 and WG5 within SC38 of JTC1 are places we intended to engage at ISO JTC1. We've not yet engaged with those workgroups. A few emails over a year ago with the head of SC38 is all we've done.
