Deprecated lists - improving user experience

At the moment, the org-id.guide website does nothing useful if the deprecated value on a record is true. This means that deprecated lists still appear as high up as ever on a results page. And unless the deprecation of the list is well-described in the description on the record, then the user will have no idea that the prefix should not be used in new data. For example, take a look at the results page for Swedish lists and then at the SE-BLV page. (As of 31st Jan 2025, the description on that page does not mention that the list has been deprecated.) The record for that list is here.

Suggested resolution

1. Change the list scoring and results page ranking so that deprecated lists aren't promoted too highly.
2. Have a banner or similar on deprecated list appearing on the results page.
3. Have a banner or similar on deprecated lists' pages.

Thanks for raising this @kd-ods

From the point of view of someone using org-id.guide they might come looking for a deprecated list to find the details of an existing organisation reference. We should continue to display the list in searches.

They might come looking for a register for a new organisation reference - and this is what we do the most - and we want to be clear that a deprecated list should not be used.

Currently, a country page has up to three sections: Suggested Lists, Possible Lists and Fall back identifier sources. I don't think a deprecated list should appear under any of those headings.

I think we should consider going further in the first bullet point

and instead set the list scoring to 0 and include a new section, at the bottom of the search listing, for Deprecated lists.

The second and third suggestions look good to me.
