Data import notebook: libcoveoc4ids causes cell to hang

Description: When validating 'large' files (CoST West Lombok 1.5 MB), the cell does not stop processing even after more that 20 minutes. When this happens I stop the cell, download the project_package.json file, run libcoveoc4ids locally, upload the results.json file and execute the rest of the cells.

Potential causes: RAM constraints in colab, other runtimes not closed.

Action: No action for now. This issue is a placeholder for further exploration if and when we redesign the data import notebook
