Consider moving converters to separate library

e.g. lib-cove-convert

lib-cove can function without them (it doesn’t call them). This way, lib-cove can be used for validation only.

This includes moving:

* cove_spreadsheet_conversion_error
* get_spreadsheet_meta_data

This replaces #121
