More reliable sync method for common CLI tooling

With `openc3.sh`, `openc3.bat` and `_openc3` have truth be in core, need a better way to manage the deploy where we copy these files into cosmos-enterprise and *-projects repos.

Also, since we know if we're in core or enterprise, update the build-ubi.sh to also be truth in core and copy to other repos.
