dynamic address mode works, but fails in static mode

hello,when I set static IP（192.168.4.1）, the programm can not open. how to set the static IP? I want use brainflow to access the system. thanks.

I try set WIFI 's setting become manually(DHCP) and set ip :192.168.4.2 gateway: 192.168.4.3
pc and device has same wifi circumstances .
but result is same, can not ping 192.168.4.1,response 'time out'
