Setup mirroring mechanism for our downloadable data

As relying on Bittorrent revealed itself to be much more problematic than expected, an alternative could be getting a network of supporting individuals and organisation to mirror our downloadable distributions.

HTTP download is now in place but a mirroring program would reduce the cost on Open Addresses.

Amazon AWS have been emailed for this program https://aws.amazon.com/public-data-sets/
