Tile tests should use constant integers

Hi folks. The technical committee discussed https://github.com/OpenACC/openacc-spec/issues/524 on the 2/13/2025 call. We agreed that the `tile` tests that do not use constant values should be updated with constants. In 3.4 the terminology will change a bit, but an integral constant (or asterisk) will still be required. Thanks for all you're doing!
