Create Golden File for no_content_template variable

no_content_template is always updating. We need to create a golden file that keeps the most up to date version of the no_content_template to match up with bluesky's get request return data.

This will require a CI/CD Job like dependabot

This will fix our issues with our current CI/CD jobs as they are currently failing
