Make Mission Blue API a Python Package

By restructuring the Mission Blue API to a Python package, we would make the user experience of the Mission Blue API much easier for beginners. We will still support the full functionality of the cli for Mission Blue (should people want to utilize our tool that way).

We decided to go forward with using Hatchling, at least initially, for our build backend. We need to first reorganize our github directory to conform to standard python packaging practices.
