Add NIF persistence

Feature request

Add per-character NIF persistence.

Implementation details

It should probably be per-character, and maybe even visible in character setup so that someone could remove their NIF if they wanted.
NIFs should be lost if a character ends the round or goes to cryo without one, or if they're dead when they end the round.
