Incorrect geolinking for regional activities #146
Description
Similar to #140, but for regional activities. For example, for a RER activity (hydrogen cracking, APME):
The rule seems to be to take any regional input, even if it only partially covers the area. For example, from the same activity (in RER):
I had thought (and I think the documentation says) that transforming activities need to be fed by market inputs which completely cover the transforming activity location; instead, it appears to be the case that inputs must themselves be completely covered.
