Migrate UI Framework: Replace Semantic-UI with TailwindCSS

The current OpenCRE frontend uses Semantic-UI, which limits modern UI design improvements. To modernize the codebase, the codebase should migrate to the TailwindCSS UI framework .

Why TailwindCSS?

1. Modern CSS framework
2. Actively maintained with updates
3. Much easier to customize
4. Better design flexibility
5. Works well with modern React workflows

IMPORTENT

1. No backend changes
2. No functional changes
3. Only frontend styling

After a long review of the project's structure (which uses Create React App / react-scripts)

Generally, Tailwind CSS with create-react-app (CRA) is not recommended by the Tailwind CSS team and the broader React community.

The primary reason for this (CRA)'s lack of support for custom PostCSS configurations. Tailwind CSS relies on PostCSS for its build process, and create-react-app (CRA) makes it difficult to integrate PostCSS plugins like " postcss-import" which are important for Tailwind's functionality.

Alternatively, Vite is highly recommended for React projects that use Tailwind CSS by the React community. ### Also, Vite is very first..

And also I try to integrate TailwindCSS with create-react-app (CRA) , but most of the time the integration does not work, and if it works, then all the styles are not applied properly
