Need a recommended approach to IoT Platform and On-Prem CE access

IBM Continuous Engineering installations are currently mostly on-prem and inside firewalls. Watson IoT Platform and Node-RED flows running in IBM Cloud will generally not have access to these CE installations because of closed firewalls. We need some recommended way of addressing this:

1. Opening CE ports for public Internet access (typically 9443) - often not acceptable
2. Introducing some sort of polling proxy servers so CE an periodically pull queued HTTP requests
3. CE and IoT Platform within the same firewall, either on-prem or in IBM Cloud
