rename `step/configure` and/or `myna/configure` to avoid confusion

Currently the simulation steps in a workflow input file have a "stepname/configure" dictionary key and Myna also has the `myna config` command that creates a "myna/configure" dictionary entry. It would be less confusing to avoid overloading "configure" and rename one of the two instances.
