Enable Codespaces for Perseus

Allow developers to interact with the Perseus project through Github codespaces.

This would help (for example) software developers interested in working with the code but don't have the horsepower on their local machines.

At the risk of being pedantic, I will remove the feature request template because I think this is more of a "non-functional" request and so the template won't be that relevant. I'll add the label: "Design Proposal".
