First Base at Base16

Thanks to the work of Raf, Bloxx and others, we now have BASE16!! Awesome. So much better than a boil in the bag theme. Here's my effort - took me ages. I am sticking it up not because it is anything great, but just in case anyone wants a boilerplate to work from. I was constrained by which colours Statusline inherits....
