GTS Tax - Change tax so its taken after the sale, not before #131

What are you trying to do?
Would like the GTS tax/fee to be taken after the sale and not at the start.
Describe the solution you'd like
GTS would tax the player once the item/Pixelmon is sold. If the item/Pixelmon is not sold, the player won't be taxed. The listing fee would be removed.
