The pom file needs upgrades

The bi4 repository points to a mystery address: <url>http://198.11.219.187:8081/nexus/content/groups/public</url>

Steps to reproduce:

1. mvn compile on a freshly cloned copy

it seems like some JARs are IBM's, and they are not in the public repository...
for example,
